ok so i usually get fps problems in rooms even with like 60ms ping. my fps will usually be around 20-30 fps even though my computer isn't even a week old. Here are the specs:
OS: Windows XP SP2
Processor: AMD Athlon 64 X2 Dual Core 4400+ 2.29GHz
RAM: 1GB DDR2
Video Card: Intergrated Radeon x1250
ISP: Verizon FiOS
I play with all settings on low and at 800x600 resolution. any help is greatly appreciated

Do you have a firewall running? Background processes that might be up? 20-30 fps in stock or custom? It will make a difference. Maybe someone else can tell you how good ur video card is. Eitherway, 20-30 does sound a little low. I'm running AMD x2 3800+ w/ GeForce 6150 and getting better than that.
i don't have any firewall running when i play and i try to stop all processes that take up a lot of CPU and that's the fps i get. this is a stock video card. i run at all low settings and use FPS boosting configs but non work.

Epic, that video card is a joke. I used to have the x1600 and only got like 50fps with crappy settings. What you need to do is purchase a new vid card. Id recommend the newer 8800gt cuz for the money its the best card you can get right now.
They dont even list the 1250 on this chart, the x1300 is the closest and its at the bottom.

alright well as soon as i get some money from my birthday ill go to compusa and buy eith 8600 or 8800 depending on price. thanks for the help guys

They aren't gone they are going out of business. They have 10-40% off everything right now.
The biggest part no one has said is your gpu is intergrated. Figure out weather it has it's own dedicated mem or if it's shared with your ram. If it isn't dedicated put more ram in and that should help you a little bit.

Intergrated is still around for a lot of stuff...it's not uncommon at all specially in packaged computers (ie. HP, gateway, dell, etc). It all depends on if it's shared or dedicated ram. My laptops gpu is dedicated, I made sure of it when I bought it cause shared sucks balls if you don't at least double your ram when you buy the PC.
well hopefully the compusa stays open a little bit longer because around jan 4 i am going to buy the video card. it's like $127 at newegg but hopefully with the going out of business sale at compusa i can get it for a lot cheaper. this is the video card that if i had to buy from newegg this would be it http://www.newegg.com/Product/Product.aspx?Item=N82E16814150229

That would work, epic. I run dods on a 7600gt and with an fps config i get well over 100 in dx9

garmon is you card a evga ???, just got it .. cant have these fps, this card give me same fps as my 5700 128mb
my evga is a 512mb and run default in 9.5 , i tried some other dxlevel but it all give me same.
ok thanks for the feedback guys. im gonna look around and see if i can find maybe a cheaper card but with around 60+ fps

edit: i saw this crad (http://www.newegg.com/Product/Product.aspx?Item=N82E16814150185) and one of the people that reviewed it said he runs cod4 at max settings and it runs smoothly. would this be better than spending the $130 on the other card?

Special-K, your CPU could be holding you back.
epic, upgrade to that 7600 and you should have a substantial increase in FPS.

You have got to remember when these ppl say they get soso fps on dods with this card, you have no idea what resolution/settings they are running at.
The 8600 GT is only a little better than the 7600 GT, maybe a 5-10 fps diff with decent settings. The 8600 GTS will be closer to 10 fps diff. If you really want a card that can get you through another year or so id suggest spending a little more cash and picking up an 8800 GT.
Plus, if you go with the 8600/8800 you get to play around with dx10 games.

You also have to remember that Source = CPU friendly.
I upgraded my processor recently and got a nice 60-100 FPS increase.
well for now i think im gonna go with the 7600. to atleast get it so i can run the game and not see people jumping around corners. and my cpu is a AMD Athlon 64 X2 Dual Core 4400+ and its running about 2.29GHz
also people said it can overheat so i was wondering if anyone could suggest a good cooling system for it that isn't too expensive. thanks

Ok more info on what I'm running:
It's a PNY 7600GT
I have an e6600 CPU dual core 2.4 ghz
2 gigs of ddr2
Running widescreen 1440x900
Like I said, I run an fps config on dx9 and get over 100 fps on average in dods
I think with what you're running, a 7600GT will get you the same performance that I'm seeing (with an fps config). HOWEVER it's a short-sighted upgrade in that probably in a year or so you're going to want to upgrade to an 8800GT, mainly because new games will be out that the 7600 won't do well on (this is me making bad assumptions).
